The Hiocan Society is interested in terraforming the planet Ah'rak to it original lively state from before the times of chaos. The planet had natural life, oceans and gigantic trees. We would like to know what the cost would be and how long this project would take.

Dear Merchant Aosen,

We have no information on the original state of Ah'rak in our historical data. However, based on your description, we have created two possible scenario's:
  • Minimal: The minimal requirements to achieve the situation you describe. This would mean a minimal atmosphere, and flora specifically tailored to this unique environment.
  • Full: A complete restoration of Ah'rak. This includes a freely breathable atmosphere, and a freely habitable environment.
The two attached summaries will give you an idea of the magnitude of the requested project. We calculate licensing fees at only a fifth of the necessary technologies, to provide a cheaper project to our clients. Furthermore, the price of a single (:terraform) is currently set at 6.25 (:tax) due to high demand.

Instead of aiming for a fully restored Ah'rak, we would suggest gradually building up to that situation.

The Hican Society agrees with your suggestion of gradually returning life to Ah'rak. The minimal terraformation will already take quite some time and effort. We know that this is a long term project, but we would like to know when you could start the project?

As terraformation is quite expenses it will takes us some time to pay. We could start making a down payment in 141 (:turn) turn. This will start with 250 (:tax) and every 10 (:turn) turns this will increase along with our economic growth.

Dear Merchant Aosen,

I have inspected our current projections. If we agree to take on your project, we could start in (:turn) 157 at best, and (:turn) 165 at worst.

While we appreciate your enthusiasm, I am afraid that the Veolian Commonwealth can not accept such a small down payment. It would take the Hiocan Society 220 (:turns) to fully pay for the project, and no guarantee can be given that this amount will actually increase over time.

Normally, we expect down payments in the range of 1000 (:tax) per (:turn). This will be reduce the payment period to a year. With this amount, the payment takes roughly the same time to finish as the project. We understand that 1000 (:tax) per (:turn) is too large for your current economy to handle.


Alternatively, we can discuss secondary terms. If the Hiocan Society gives the Veolian Commonwealth guarantees in the form of additional treaties, this would increase the confidence the Veolian Commonwealth has in the Hiocan Society. Examples of such treaties would be things like allowing passage of military fleets and supply lines, extradition of criminals, and cooperative research agreements.

If the Hiocan Society is interested in these additional treaties, I am sure that my mistress will agree on allowing a lowered down payment of only 250 (:tax) per (:turn).


Please let me know your answer, so we can proceed with preparing the additional treaties or other paperwork.

We understand that these big projects are costly and that you need to cover your financial risk in this investment. As 250 (:tax) us much lower than your expected 1000 (:tax),we thank you for offer, but we will first strengthen our economy more so we can at least meet you halfway. This will put us both in a position for a better deal.

The growth of the Hiocan Society is lower than prognosed. It seems that the developments of various facilities takes longer than estimated. We are currently still in the midden or reorganizing our economy and this will take some more time and tax.

It seems that the terraformation has to be suspend and maybe we could better buy some credit to be able to pay for terraformation in the future as paying more that 250 (:tax) would only slow our economic growth.

We would like to know if you have suggestion to solve this problem, so both our factions can profit of the situation.

I have several suggestions that could help us find a way to get the terraformation of Ah'rak back on track.


First off, I am glad to inform you that we have lowered the required sum of 1000 (:tax) for down payments. We have introduced a more flexible down payment scheme allowing smaller factions to actively take on terraformation projects. Unfortunately, the amount you have available is still below what we would normally ask: 500 (:tax).


The option of buying credits is a viable choice. However, as credits are currently in high demand by a few large buyers, House Dewa has slightly raised the cost of such a transaction to 2% of the sum you wish to convert. In your case, this would mean that for every 250 (:tax) you would receive 245 (:kelwaraan-credits). Of course, once the demand for credits lowers, the cost would lower as well. We expect the demand to lower within 3 or 4 (:turns).

Another option for buying credits would be to agree to exchange a larger sum of (:tax) into (:kelwaraan-credits) over a longer period. Those deals are not affected by the cost increase for regular transaction. For example, you could convert 2500 (:tax) to 2500 (:kelwaraan-credits) free of charge when done over 10 (:turns).


The third option is to augment the downpayment of 250 (:tax) with products or goods. Since the Hiocan Society focusses on different products than we do, there should be several profitable products available. Our current demands place (:utilities), (:congoods), (:electronics) and (:organics) at a high position.

Alternatively, this can also be in the form of lease agreements where the Veolian Commonwealth can develop a number of zones in the My'enru system with the produce from those zones transported to the Veolian Commonwealth. For example, if the Veolian Commonwealth can develop zones in the My'enru system that generate more than 100 labour per 2000 (:tax), we would be interested in such options.


Finally, we would be willing to lower downpayments to 250 (:tax) per (:turn) if you are willing to sign an extradition treaty and an extraterritoriality treaty with regards to a military presence in your sector. The Veolian Commonwealth is currently looking for good locations for colonisation, and your sector and its neighbours is one of the high-potential locations.


Of course if you have other things to offer that might assist the Veolian Commonwealth in some way, we are willing to discuss other offers. We would like to find a solution that allows you to start down payments, though we have to consider future income next to yours.

We will ask House Dewa for a long term agreement of turning (:tax) into (:kelwaraan-credits). Furthermore we want to send you products and also you can lease a zone. We produce (:congoods) and (:organics) and some extra (:electronics) can also be send to the Veolian commonwealth shortly.

The Hiocan Society is willing to let the Veolian Commonwealth lease up to 3 zones on Pi'ek, Paukum or Yel an extended period of time, the exact time will be determined depending on the zone. Pi'ek is an asteroid belt with (:metals), Paukum a medium moon, which could be focused on any material and on Yel the gas gaint (:gas) can be produced. Please let us know which options has your interested.

Beside the lease of zones the Hiocan Society will buy at least 10.000 (:kelwaraan-credits) so we can return them in (:tax) and pay the Veolian Commonwealth. We are thinking about to pay about 1/5 up to 1/2 in (:kelwaraan-credits) and the rest of the total of 55.000 (:tax) needed for a minimum terraformation will payed by leasing zones.

The zone leasing package you propose has an estimated profit of around 10000 (:tax) per year. Our estimates on the zone leasing proposal put it on the low end of the profitability spectrum. With zones producing roughly 110 labour, the three developed zones would produce 110 labour * 52 (:turns) * 0.18 (:tax) * 9 zones = 9266.4 (:tax). Some zones might do better, as gasses can be harvested efficiently, so we assume an 10k (:tax) per year estimate.

On top of that, the development costs would be another 18k (:tax), but since those zones aren't in our own system we won't benefit from the develop zones. Combined with the limitations due to real estate location and shape, we can unfortunately not accept this zone leasing proposal.

I propose to look into either a more profitable package, or the delivery of needed goods.

This message has two purposes: to inform you of the value we would attach to the goods you offer, and to propose an alternative approach to solving your funding problem for terraformation.


We will start with the value we attach to the goods you offer. If you can maintain the supply of these goods for at least 10 (:turns), we are willing to offer 45 (:tax) per (:turn) in exchange for 32 (:electronics) + 68 (:congoods) per (:turn). If you wish, we can also send the amount in (:kelwaraan-credits).


I would also like to propose a novel approach to the funding of your terraformation plans. After difficult calculations we have concluded that we would be willing to buy planetary orbit 2 and all associated rights in the My'enru system. This includes, but is not limited to, the use of solar (:power) generated by the orbit, the deployment of orbital equipment, any development of use of the territory as we see fit and free and unhindered travel to and from the enclave. This would make the Pi'ek asteroid belt and the Paukum moon sovereign territory of the Veolian Commonwealth. If you agree, we are willing to lower the price of the terraformation project with 20 000 (:tax).

In addition we are willing to accept a yearly (52 (:turns) period) delivery of 400 (:conmats) per (:turn). If you agree to our offer on planetary orbit 2, we will valuate the total value of all conmats at 15 000 (:tax). Normally we would calculate the price at 10 400 (:tax) due to a product price of 0.5 (:tax) per (:conmats), which is the price we would valuate them at should you not accept our offer.
