New technology climate effects penalty removal

I am thinking about new technologies to remove the negative effect of a climate on the productions. I think of giving the penalty removal per category of climates per planet/moon and that it can be applied multiple time on a planet/moon to remove all penalties. I do not have enough gaming experience to made a good estimation of the cost. Would you do that for me?
Here is the name and text I came up with it, feel free to improve it.

Planetary climate adaption system
"The people of the planet have adapted their technology to their planet and do not have the negative effect of its climate on the productions of goods anymore."

The idea of climates is to add diversity to the system and help players construct worlds with unique features that will be interesting during roleplay. The little buffs and penalties are there to create trade imbalances thus promoting the exchange of goods. Since climates are optional, they don't have to be added if you don't want to (you can have a hot climate planet without taking the hot climate climate).

This technology would dissolve some of the idea's behind the climate system, however, given as it is currently being used to boost production of one product only while ignoring the others, I am not as against this technology as I thought I would be. Notably, this technology will promote a diverse production style instead of a focussed one, which is why I'm inclined to say yes to it.

I believe this should fall in with the terraformation technologies however, giving access to a new terraformation method that solves the associated cost factor.

As for an estimated cost, I would guess something along the lines of the Remove or Create a climate techs, both for the tech and the associated terraformation cost: 1500 for the tech, 250 per world with 25 modules per zone. Thoughts?

I'll look at the numbers later. I just want to ask that I would like to prerequisite these new techs off of the current create/remove climate techs. That would be four techs with a logical build-up. If four is too much, we could go for a single tech, prerequisited upon having the atmosphere VI tech?

I think maybe we need to look at that in the context of treeifying the terraformation techs in general.
