Are there plans to create pages for the homeworlds of NPCs? If not, it's perfectly reasonable to leave open the Homeworld_ref field of a race. It's not necessary to fill them with redlinks.

We might get away with making only NPC Faction system pages? That would fix some of the links, and offer a location for expansion of data. For example, the Skulddaran system might have a short paragraph on the floating factory?
