During the last writ-a-ton a few issues were raised about the Union Fleets and how they killed, or downgraded, a lot of the interesting things for PC military fleets.
I believe I may have found a solution, that would also lead to interesting roleplay IMO.
It suddenly popped into my head that the United Nations has the UN Peacekeeping forces, but doesn't actually have a real military. Instead member nations contribute troops and equipment from their own military to missions they participate in. I see no real reason why we couldn't do this in the Union.
The Union Defence Fleets could be disbanded and funds freed up from the Union budget this way could be used to reduce costs for deploying fleets by members. Piracy patrol can be done by PC factions, any slack could be picked up by NPC factions. Bureaucratic issues that ensue from such cooperation would become the new Tax black-hole. The possibility of one faction with tons of
deploying the Union forces on their own would be gone as well.
This would also make having a military of your own more interesting as you would be actively participating and make a real impact. Technically we are already doing something along the lines I have suggested with the whole Slave Rebelion war. I am just suggesting we take that one step further.

I've given this proposal some thought and I think I like this. Taking away the Military power of the Union would also mean a significant change for the ministry of defense as well, creating a more diplomatic way to ensure the Union is secure under his/her term. At the same time it would indeed make our own military much more important.
I like the idea as well. It feels a lot more natural and something that would happen than the current fleet set up. I haven't the time at this moment to think about the implementation though.
I concur. Removing the Union fleets alltogether makes for a more interesting military situation.
We could also put this on hold, and take it as an advisory for a new rule set.

That would have my preference.
