hey I was looking for the way other people pay the cost of piracy patrol but couldn't find any sort of payment at all, nor does anyone add the cost to their fleet upkeep.
I would like to know how these people do pay for it. So I can decide if I want to use this system.
I also want to know how I can get the tax tool to link to my bookkeeping page for the Hikari outpost. I copy-pasted the data blocks from the oronui outpost and adjusted them appropriately but it won't provide the proper link in the tax tool.

That's because nobody needs to pay for piracy patrol at the moment.

When I do piracy patrol, I note the fleet orders on my Turn Report (otherwise the orders are not issued and piracy patrol is not done). And I noted it down on the fleet's page like this:

That way, I can clearly see it as a separate entry in my tax tool.

Ah, that's a hack in the tax tool source to get things working superfast. I have updated the tax tool so the outpost works.

And why is that? There are several people with colonies outside Union territory, where there is no piracy patrol. The wiki says you need to perform it or the colony doesn't work.
That's because the Union Defense Fleets piracy patrols cover those sectors. And there is no need to do a double piracy patrol.
For example, the Adii Nasla settlement is covered in the patrol area of UDF-CORE-10, which is currently based in
10 -5.

Unfortunately, both the Oronui Outpost and the Olchamiza Outpost are not in a patrolled area (sector 13 -8) and the one who patrols there isn't paying as far as I can see. Not for lack of trying mind you.
they are covered by UDF-RES-6 "Odakim V the Magnificent" which is located in
13 -7

These fleet moves were noted in the ministry of defence report of turn 219, in relation to the 13 -5 Fleet Exercise.

Perhaps Gerben needs to update his outpost wiki, because it says it's patrolled by one of Chriz's fleets.

(This post is pure subjective conjecture, and reflects only my personal opinion, I am not the player of the Excarians.)
Maybe some insight into the motivations behind the fleet moves is interesting.
It was Minister Standro (of Excaria) who ordered the moves. Aeka only proposed two alternative methods of going about the fleet exercise -- which she promised as part of her election campaign for the 201-220 period -- one of which included moving a border fleet to cover your potential outpost site.
Standro chose not to pursue the "all inclusive" option. It is my guess that he did so because the ACA did not honour the agreement they had with the Confederacy of Excaria over the election of Acehtoo (i.e., they never executed the vote that was promised), and Aeka's proposal give Standro a rationale to use as an excuse to exclude the ACA in future cost savings.

Oh I'm not mad or anything, quite the opposite in fact.
This gives me plenty of opportunity to show off my cool navy and how they own stupid pirates. They actually do something other then existing so that is nice too :).
