I have written the story page Hearing Regarding International Relations to capture the events surrounding the hearing regarding international relations.
Based on what I just wrote, I would like to propose the following

- The ACA, Praetorians and Veolians "Actively participate in senate discussions that are part of a storyline", based on the size of this discussion, I think it is worth 1
. - Every faction mentioend weighed in on the [ Ministry of Justice ] Hearing regarding international relations topic. This discussion has many qualities of a senate discussion and given that it resulted in a ruling with legal value I think that it should fall under the "Actively participate in senate discussions that are part of a storyline" as well. The size and impact of this roleplay seem reasonable to award the normal 2

After another week's worth of silence here, I'm going to assume that everyone is fine with this. (Even though I really do not want to do the whole "Silence is agreeing" thing for

There are two problems here.
First of all some people including me do not actively participate in the whole IP rewarding business, my time for fwurg is limited and this is not something I want to spend my time on, I believe others have similar reasoning.
Secondly it is a little bit weird if you judge your own IP nomination, however when all players receive IP there simply is no neutral party to judge them.
In this case I agree with Elmer that there probably is a silent agreement, however in general this should not be the goto method to decide important things for fwurg. Lack of response is still an issue that we need to deal with in general.

I concur with the second problem, I too find it a bit strange to judge my own IP nomination. But I also want to actually get the
, because for me they have proven their use in influencing NPCs. So, I have little options left but to judge my own nomination.
Overall I think the IP nominations are working. It's just that, as you point out, there are few neutral parties. (And there seems to be a weak correlation between being neutral and not actively posting, so that does not help.)

I think the IP nominations are fine.
About the inactivity/neutral parties: For me I discover a personal recurring interest/disinterest in these kinds of matters. So there is a period I actively follow these kind of things as I find that fun, and then there is a period I don't pay attention to these kind of posts since I have no interest in them.
I don't think there is an actual solution to the problem of inactive people, other than bumping and asking with puppy eyes for a second opinion.
I think the IP nominations are fine.
