Mercury - Storyteller
The new rules regarding population, population growth and races have been finalised and are now available on the Wiki here:

From turn 26 onwards you may use the new racial rules. You'll have to make the switch before the end of the year. That means you have up to and including Turn 30 with the old system, but by turn 31 you'll need to have switched.
Remember that since this is a rule change, you are allowed to alter your population as you see fit.
When you switch, please post it either here in this topic or in the System Building forum and list an "old" and "new" version of your race. If you change your population size or location, please list any changes there as well, both "old" and "new". That will get you approved sooner as it makes it easier for me to compare.
A note: combat related racial characteristics (Huge, Natural Weapons, Combat Ability, etc) have not yet been written since the combat system is currently in the freezer. If you want one of those abilities, feel free to preselect it, but it won't do anything - your probably better off with a temporary boost in some product until the combat system is done - remember that when those rules come in play, you will be allowed to switch.
If you have idea's for your own racial characteristic, of course we are open to those!

Is it possible to pay the Population Growth Cost before the actual turn of growth?
That would make it analog to building zones, as one can invest some part of ones income in the PGC each turn. Of course, you would still need to have a complete payment ready by the turn your population actually grows, but you can spread out the payment in the period before the growth. I think this is a better fit with the 'resources are flow' paradigm of the system.

I am open to paying population growth cost ahead of time as long as it is paid before the actual growth. Brend, would you be willing to write a proposal rule for that?

I propose we use the following format for the turn report. I have changed the population growth format on the wiki to conform to format already used by zones. The PGC can be started just like any zone, and should be completed in the turn the billion line is crossed. (i.e., it is possible to go from INCOMPLETE to COMPLETE in the same turn as crossing the billion line -- thus keeping the old behaviour of paying the whole sum at once, should you wish to do so.)
The only difference is that you keep a COMPLETE population growth cost line on your reports until it is actually used by the growing population. Since you copy your old developments from the previous turn report anyway, this is not an issue.
Now for some examples to clarfiy the use of this format:

Humans on Tatooine population growth cost : +150
-> INCOMPLETE ( 340 / 1900

Example (growth turns):

I'm in favor of retro-active population growth on one condition: I'm allowed to pay the PGC for my retroactively increased population in turn 30. With retro-active growth my population of Veolians on Mirda crosses the billion line in turn 20, and I can't retroactively pay the PGC.
And a question: How does PGC work if you complete the Genome Correctors research? This might carry your population over the billion line outside of a multiple-of-ten-turn.

Im not against retroactive growth according to the new rules, nor am i against to Brend paying PCG in turn 30.
I like the idea proposed by Brend, just use the same rules as zones for the PGC.

Brend's proposal for payment looks good to me. I'll leave it here for a bit more to see if anyone else has any oppinions on it, if nothing arrises I will add it to the rules.
I have added clarification to the Genome Correctors research regarding the fact that you still have to pay the costs.
Regarding retroactive growth: since you have not had the benefits of additional population before turn 30, I think its fair you only pay for it when you get it.
Note however that since some players (Fred, specifically) were not yet playing in turn 10, they cannot claim population growth for that turn. They would be able to claim growth for turn 20 and 30 both, however.
Remember when calculating this, that it is compound interest. You gain growth for turn 30 over the additional population of turn 20, for example (though the regular rounding rules still apply).
