Colonization in starting sectors

I noticed in this message between the Hiocans and Astrians that an outpost in sector 7 -5 is mentioned.
We have discussed the situation of colonization in starting sectors before. I believe that around the previous write-a-thon, about a year ago, we decided that colonization in starting sectors was not allowed.
However if we are allowed to colonize in starting sectors there won't be any starting sectors left in less than 50
because it is prime realestate connected to the bozzy spine.
If we do allow it I want to move my settlement location to sector 9 -7 and probably Brend will want to move his settlement location as well.

Player of the Praetorian Empire
I believe a colony in a starting sector was allowed, but if a new player moved in, you loose control over your outpost or something like that
@Elmer: A player with a full system gains sovereignty in that sector. So if have a Holonet Relay, Space Habitat or whatever there and a new player decides to start in that sector, he gains full and total control over your access to your assets in that sector.
@All: I also remember that colonisation in the starting areas was a no-no. Otherwise, as Chriz already said, I would have started surveying in a sector adjacent to the Bozzy Spine.
Fortunately, they were only talking about the possibility, and no actual resources have been committed yet.

I would like to start a project together, but I do not know how to answer this as any other location is not logical.

The Praetorians and Sundarians are also doing a project together, and it is not in a starting sector, so it is possible :)
Yes, I know it is. But this location lies nice in between our faction and another location does not and will be way of. Do I do not know how to IC respond on the offer as it is OC not allowed to build something there.

You could response with an OOC only note? I think that Dragonmaster wasn't aware of this limitation, and would probably have proposed something else if they were aware of it.
On that note, we should really add this limitation to the colonisation rules to prevent further confusion. Is anyone against this?
I know i'm not

I thought it was just settlements where a no go within starting sectors. I thought outposts and space habitats where allowed. Then again I could be mistaken.
If this is really not allowed I would have made another proposal.

As far as I remember it was a broad 'no colonisation' thing, though I might be mistaken. The reasoning is logical though, due to the way the new realspace rules work. With those in effect you can 'use up' all the realspace and preventing the establishment of a new system there even with only space habitats and outposts.
I think you can simply edit your proposal to the Hiocans? That fixes everything for everyone involved.

I think it is indeed logical to have a rule against using up realspace in starting areas. And I am in favour of adding these rules at the colonisation, outpost and space habitat rules.
Unless objections are raised, I will note the 'no colonisation in starting sectors' ruling on the wiki in the weekend of 11-12 April.
I updated the changelog.
