Note on donations to the Union

In light of the recent turn report by te Hiocan Society, I think this is a good place to point out that:

Donations
It is possible to give donations to the Union, however, such actions result that the bureaucratic Union needs to expand in means to support the expanding bureaucracy. Donations needs to be clearly earmarked in order to make sure they are spend correctly. 20% Of the earmarked donations will actually end up in the fund. The rest disappears in the bureaucracy. Any non-earmarked donation will disappear in its entirety in the bureaucracy.

So, since this "Tax to Union: 24 (:tax) (sold for 0.2 per (:metals) )" does not state any earmark, the (:tax) can not be added to any budget.

This can be avoided in two ways. The first option is investing the (:tax) directly into a Union project. For example use the (:tax) to repair a Union fleet. These repairs will have to be done by member worlds. If the (:tax) is transferred to the member world that performs these repairs, no (:tax) is lost.

The other more long term action would be actually saving the (:tax) in the form of (:credits) . These credits could be donated to the Union and could be used to pay Union members with in a later stage.
