I believe the Hiocan Society should be rewarded 5 for their goodwill and persistence in this matter.

I strongly disagree. is handed out to reward roleplaying. Not persistence or good will.

The event would have generated good roleplay if concerned parties had decided to step to the senate and berate others for not contributing. But simply persisting in copy-pasting a line from your turn report every turn does not equal good roleplay.

I think 5 is a bit much for this, since there was barely any roleplay involved (if there was any). I think 1 is more reasonable.

After all was introduced to stimulate roleplay.
