Union Budget, version 2

So... Chriz and I made a draft of the Union budget. As per Turn 80 Election note we used Mercury's new categorization of regular, operational and contingency.

Go and have a look at Union Budget v2.

Though we can write a long explanation here, we'd much rather not do that. Instead, we'll answer questions with regard to the budget as fast as humanly possible.

I have seen it, but not studied it yet. I will try to remember to look into it and give my unprofessional opinion about it. ;)

During the write-a-thon, we decided to remove the investment option altogether (based on the discussion in Union-wide projects unfeasable?).

We will account for the high costs of the Bozzy Spine by ruling that there is a technology in place to reduce the costs (by taking advantage of the scale of the Bozzy Spine)

I (or Chriz) will update the budget, and put it on the ministry pages 'soon'.

Chris and I moved the budget data to the respective ministries.
