The Hiocan embassy is on the third floor of the embassy building. Once the Veolian delegation leaves the elevator they come into and a spacious hall-way with various sculptures. This leads to the entry room where senator Harek is waiting for them. The decoration is simple and elegant with yellow and red accents.

"Welcome to the Hiocan embassy. It may be a bit small compared to your grand building but it has all the facilities we currently need. We have a room prepared for our negotiations. Please follow me."

He leads them trough an archway in the middle and then immediately left in a small passage which becomes wider after a few meters. This seems to be a special area as the decoration is richer and luxurious. At the end of the hallway they come to a big meeting room with a lot of windows with a nice view on the Senate building. There is a big table in the middle with various big seats. A butler stands ready at a small bar to take orders. Merchants Aosen and his assistant are already sitting in one of the chairs.

The veolian delegation consists of the veolian senator, Dewa Lanadi, two assistants, and marquise Iaat Tijārata.

"Thank you senator Harek", the veolian senator greets her colleague as he welcomes them to the embassy.

The delegation follows the hiocan senator to the meeting room.

"Greetings, merchant Aosen", Dewa Lanadi starts, "please, allow me to introduce marquise Iaat Tijārata. Seeing how we will be discussing the possibility of trading (:healthcare) I think it is good to have a representative from House Iaat present during the negotiations."

Merchant Aosen stands up and bows as to greet senator Dewa Lanadi and marquise Iaat Tijārata.

"Welcome honored ladies, please take a seat.

We are here to negotiate for the trade of research and other products between the Veolian Commonwealth and the Hiocan Society. Currently, (:research) is still not one off our main product, these are (:congoods), (:food) and (:conmats). Our rare element business will be increasing with the upcoming (:emds) corporation and the planned increase is specialized (:rares). The Hiocan Society produces a lot of different products and has quite of lot of corporations. As marquise Iaat probably knows, have we made an agreement with House Iaat about another cluster of specialized (:organics) as these goods are in high demand.

The Hiocan Society has strategically planned our activities, but we cannot produce everything ourselve. We have to collaborate and together come up with a good plan so we can efficiently produce goods which we then trade. For (:research) the Sundarian Federation is the largest producer. The Guaire system is quite full, as were we still have potential to grow.

On Ah'rak there is room for new (:research) facilities. Furthermore are we interested in terraforming this planet to atmosphere 1 so we can produce specialized corporations products. The Veolian Commonwealth has (:healthcare) which we could trade for (:research), but there might more opportunities in which we could collaborate. What economic plans do you have? "

Both veolian women sat down, the assistants standing to the side behind their chairs.

The veolian senator speaks first.

"Thank you, merchant Aosen. The Veolian Commonwealth is currently coming to terms with the fact that we will not be able to increase the production of our industries in the Smi-Halek system much further. With the recent construction of two space elevators we will soon have reached a plateau in production.

Before we do so, however, we will have an increased output of (:food) and more importantly (:healthcare). With the increased availability of (:rares) in the Union we hope to increase our (:healthcare) production by at least 50%. Additionally we hope to either seek partners for the creation of (:consumer-goods), or to increase our production of these goods in the Adii Nasla system.

As to (:research), we are currently wokring under the pessimistic planning that we will have to invest in this industry ourselves, projecting an investment over the coming year of about 57000 (:tax) in this industry to start production of roughly 2800 (:research). You will understand why we are eager to find a partner that can produce (:research) more efficiently."

"We are certainly interested in becoming a partner for the Veolian Commonwealth. On the point of (:congoods) we could collaborate and get result quickly. We could start with the formation of a specialized (:congoods) corporation around 270 (:turn).

For the other plans it would be best to first terraform Ah'rak. This will take quite some time and effort, but then we will get the highest production. There are other possibilities which would require some creativity but would work on a shorter scale. "

((OOC: Other possibilities include refurbishing zones and building extra zones to keep up production which later are then again refurbished once Ah'rak is terraformed.))

"At this moment, we see little economical benefit in starting a (:congoods) corporation. We already have several corporations that we need to maintain and control, and this would be a very costly investment for a very small return. Next to that the Veolian Commonwealth does not have a location where these specialised zones could be placed, nor do we have a good source of (:metal)."

"A simple increase in production of (:congoods) would be welcome though, and we can provide (:organics) for such industries."

"On Ah'rak there is room to create more (:congoods) facilities and we still have (:metals) zones we could specialized to increase production. If you could supply (:organics) we can increase the amount of (:congoods) together.

However, with the plans for an increase in (:research) zones on Ah'rak, we need to choose which zones to build. With all the changes in our economy it is hard to predict the exact extend. At the moment I think that 3 zones of each is the maximum."

Merchant Aosen looks from Marquise Iaat Tijārata to Senator Dewa Lanadi and gives them time to think.

"During the set-up of the first Terraformation project I have talked to miss Serrah. She gave me two options; a minimal Terraformation of Ah'rak and the full Terraformation. At that time we settled for the minimal Terraformation as me did not have the financial funds.

Quite recently, this first and minimal Terraformation of Ah'rak has been completed. This included: Surface Heating, Biogenesis,
Deep Polar Melting and Accelerated Ecosynthesis. Now the planet has a IV atmosphere, ocean, natural life and gigantic trees.
For the full Terraformation we would like to improve the Atmosphere to I. The full project includes Atmospheric Purification, Hyperactive Stromatolites and Photosynthetic Rebalancing.

Moving the project forward would be nice, but unfortunately, the payment has to come later as we very busy with various other projects."

"Merchant Aosen, as you are well aware the Veolian Commonwealth has in the past been very forthcoming with financial support. Both in our efforts to make terraformation available, and in giving the Hiocan Society several monetary boosts to help them establish intergalactic corporations under the VAC umbrella."

She did not look pleased.

"In return, you have started a political campaign against the Veolian Commonwealth and slavery in the Union. For some reason you decided to direct your misplaced anger over the subject fully onto the Veolian Commonwealth, even though there is extensive documentation about the way we treat slaves and their legal position. Even while Deominius uses slaves for hard labour, to construct grandiose statues and monuments of a single person; even while the Slave Rebellion is fighting against the Hutt, who suppress a whole species and do so with barbaric means. Instead of addressing those issues, you singled out the Veolian Commonwealth as a target."

"In effect, you took our money and accepted our goodwill, and immediately turned around to politically attack us and our culture."

The veolian senator seemed calm, but her tone was sharp.

"I came here to discuss trade opportunities, to reestablish a bond between our worlds. But now you have the temerity to suggest that we can trade if the Veolian Commonwealth is willing to terraform your world, while having to wait for payment later?

I am afraid that we are done here."

The veolian senator, and the marquise, seemed all but ready to get up and leave.

"Dear Senator Dewa Lanadi,

In the Senate I have spoken against the slavery of the New Communist Imperium of the Rising Suns of Deominius. Veolian slaves are working in luxury compared to there. My campaign against slavery was for every form for any Union member. The Demonians are not willing to discuss anything so the attention has shifted towards reasonable members like the Veolian Commonwealth who want to talk. This has been abused by the media and more and resulted in an attack on your culture. My apologies for letting you feel singled out.

We want to rationally discus matters and not start a media campaign about the bad slave treatment by some as this would start an internal conflict within the Union. This is a cultural issue and now I would like to talk about financial matters. Maybe later I can have a word with you about finding an elegant way to show the positive sides of your culture and negative sides of others who are not willing to talk about differences."

Senator Harek hopes that the Veolian ladies will calm down and continue trade negotiations.

"We are very greatfull for the opportunities that the Veolian Commonwealth has given us. With their support our economy has greatly increased and will increase even more once we finish building new zones on the Terraformed planet Ah'rak. We are willing to return your help in a suitable way which we are hoping to find here. As we have big cultural and economic difference, it is hard to find something suitable other than return tax."

"The fact of the matter remains: we supported your world, and you were one of the parties responsible for inciting a part of the Union against us. Even now we still have to contend with your allies, the Silver Forests of Remunzia, trying in every possible way to force their will upon us. They even called it a "war on slavery" on a Union-wide news network. You claim this to be a cultural issues. I politely disagree.

It does not matter what your intentions were, you did start a conflict in the Union, and in such a conflict there is no distinction between politics and finance. You cannot simply state that your actions in the senate were of a cultural nature, and that we are here to discuss a financial one. Finance and politics are one and the same at the level of influence you and me operate at."

It seems that the veolian senator did not see things in the same way as the hiocan senator. Yet, her tone was a little softer.

"I understand that it is hard for you to find a suitable way to return our help. Especially because the Hiocan Society is currently committing large amounts of tax to economic growth. Therefore, I suggest that the Hiocans show their gratitude in the senate:

Agree to vote for the option of my choice in the next three votes in the senate and support my run for chancellor in the upcoming elections.

Do this, and I will consider the actions of the Hiocans to be made in good faith and will not hold them against you any further. We can than continue these negotiations about terraformation and economic cooperation."

"The Veolian Commonwealth have done good things as Chancellor and I agree to be your running mate in the upcoming election.
Three votes are quite something and I cannot go for a card blance, the matter of vote should not be in direct conflict with our interests and values. But as you are reasonable I assume you will consult me about the vote so we can some to an agreeable option."

The veolian senator smiled as the senator Harek sneakily proposed to be appointed as minister. 'Finally, someone who tries.', she thought.

"I did not ask you to be part of my next cabinet", she replies with a smile, "I asked you to support my candidacy for chancellor. This difference is especially relevant now that there are only four ministries left, of which one traditionally goes to the chancellor. However, I will keep your suggestion in mind when planning my campaign, if you will agree to support my candidacy by voting for me even if you are not my running mate."

"As to the votes... I understand that the votes I ask should not be in direct conflict with Hiocan interests and values. But this means that, in effect, you can basically say no to any suggestion I make. That is not exactly a valuable proposition for me, nor is it good politics to accept a deal I know has no value.

What if you don't vote my choice on the next three votes, but do vote my choice on the next three votes about the responsibilities and rewards for the Core worlds? This restricts the impact of this deal to things that I promised at the start of my election period."

Senator Harek's agreement to the proposed political favour was clearly enough to smooth things over, as the veolian delegation did not seem ready to leave anymore. Instead, they appear eager to get to the actual trade negotiations.

"I suggest we re-examine your ability to pay for terraformation, as news has reached us that the Hiocan economy has entered a period of growth and prosperity. If this is indeed so, and the Hiocan society can pay for terraformation directly, we are more than willing to discuss the option of terraformation."

One of the veolian senator's aides whispered something to her.

"Unfortunately, we have already been able to increase our (:research) from other parties, allowing us to acquire an additional 300 (:research) per turn. Maybe we could look at working together to increase your (:congoods) output?"

"Our economy has grown and be are now able to pay the minimal amount 1000 (:tax)/ (:turn) for Terraformation project. However, we would not like to burden economy immediately again after finishing the last big economic project. If we can settle for a bit less, as we already have a downpayment going, we could do it.

Preferable, I would like to let our population profit from our advancements first. We are interested on population technologies and their projects like the Genealogical Archives and Same-sex Reproduction Catalysts. Within the Hiocan Society it is important to find a suitable partner and this could help our citizens.

On Ah'rak new (:congoods) facilities are planned, but we need to increase our (:metals) production. We will be using the mining capacities of the planet rings in our system instead of incorporating zones on Hio, as we would like to refurbish them in the future to (:rares) zone. This will take some time, but in the end more efficient.

There are various opportunities for collaboration. You could loan us (:tax) for speeding up the construction time and then we repay you after completion in (:turn)s for example, but I am open to suggestion. "

It appears that at the mention of the downpayment, one of the aides of the veolian senator quickly retrieved a datapad with the necessary figures on it.

Dewa Lanadi's aide hands her the datapad with down payment figures on it.

"You have made enough downpayments to accumulate a value of 6075 (:tax), growing with 225 (:tax) each turn. Together with your accumulated (:kelwaraan-credits), and the growth of the Hiocan economy, I see no problem to opening negotiations on further terraformation projects. The Hiocan Society has clearly shown to have the necessary means to guarantee payment."

"Before we discuss the transfer of technologies, which we are happy to find a mutually beneficial arrangement for, I propose that you first elaborate on the exact terraformation projects you are interested in. That way, my aides can gather the necessary information for a first overview of possibilities and costs while we discuss other matters."

"We should be able to start the preliminary work within a week or two. In the meantime, I will prepare a quote."

The chancellor made ready to leave, and would do so unless interrupted.
