Veolian Commonwealth - Faction

The Niras system is a small system with a few small worlds orbiting a small white sun. The system is uninhabitable due to the large amount of asteroid belts, whose orbits regularly intersects those of the five small worlds. In fact, if the Djana military research centre didn't feature a power core, and shield generator capable of projecting a shield of roughly 30 kilometers in diameter, this location would not be able to sustain any structures.
True to their word, the Veolians built the necessary support infrastructure around the labs to facilitate inhabitation by a large number of people. The current housing and recreational areas support a population of up to 100 000 inhabitants, with most of theses areas underground.
As the shuttle carrying the dignitaries approached the facility, the had a good view of the surface structures of the facility. Structures that even now were already starting to get covered with ice. On the top of the largest structure, the dignitaries spotted a banner of veolian nobility: House Iaat.
As the shuttle landed, they could see that a significant part of the surface structures did not carry the Iaat colours, but instead a simple banner displaying the logos of the three joint factions together in a white circle.
As the shuttle set down, the landing pad was sealed with a forcefield and the shuttle's pilot indicated that the dignitaries had to wait for a little while until the pad was sufficiently heated. After a few minutes, the doors of the shuttle opened, and the dignitaries were led to a conference room in the highest tower. The conference room's windows offered a vista of the surface structures.
In the conference room, a human woman was waiting for the foreign dignitaries. She introduced herself as Iaat Shigemi, the veolian member of the board of oversight.

"Avé," The Teprogrenaian board member greeted. "A human as Veolian member?" Lorum said after Shigemi introduced herself, "How unexpected, and so interesting. This is such a pleasure already." He said with joy in his voice. There was a pause for a very short moment, before the Teprogrenus suddenly continued: "Of course, where are my manners. I am Danar Lorum, elected teprogrenaian member of the board of oversight."
"Greetings, Danar Lorum. It is a pleasure to welcome you to the Djana research facility. I have already spoken with the interrim director, who oversees the facilty until director Bolv'ar arrives. He is scheduled to arrive here at oh-five-hundred local time."

A veolian soldier entered the room, and saluted to Iaat Shigemi. He then explained "The Daryan delegation has been delayed until further notice, ma'am."
She replied with a curt "Thank you."

"It seems that there is demand of the Compacted Defence Facilities technology from factions to create Planetary Defence Grids. I believe we can start this turn with researching the technology, that way we stay ahead of competitors and create a favourable market position.
The projection is that we can sell the technology at least at the Hiocan Society. Subsequently, the STF, the Praetorian Empire and the Asai Republic are possible customers as well. The Sundarian Federation, Niom, Deominius, Assencia and Wrarrbo would benefit from the technology as well given their location, but they are unlikely buyers given their buying behaviour in the past. with a non transfer licence, we can earn nearly all the research cost back from selling the tech alone when assumed a positive scenario."

An administrative worker of the centre entered the conference room with a datapad in the hand.
"Sir, madame, excuse me for the intrusion, this message just arrived from the Teprogrenaian embassy from Unity City. I think you want to look at it."
The datapad contained a message from Danar Torig that the Hiocan Society wanted the technology required for the planetary defence grid, and that they liked to join in the research. As the board of the research centre determined what would happen with the technologies, the board, or a representative of the board, should talk the with the Hiocan Society about the options around joining or buying the tech.

Though I would like to add that multiple factions have asteroid belts in their systems which are doing very little at the moment but have the potential to provide stations and other supporting capabilities. Maybe it is an idea to explore this area as well though I must confess this is stretching the purpose of the facility.

"I shall indeed delegate some of the reporting duties and focus on managing the technical aspects myself, where I believe I can be the most useful - this facility needs someone to manage the the scientists, not someone to be a front for the organization and act as a pretty face.
