[Veolian Commonwealth]

The Niras system is a small system with a few small worlds orbiting a small white sun. The system is uninhabitable due to the large amount of asteroid belts, whose orbits regularly intersects those of the five small worlds. In fact, if the Djana military research centre didn't feature a power core, and shield generator capable of projecting a shield of roughly 30 kilometers in diameter, this location would not be able to sustain any structures.

True to their word, the Veolians built the necessary support infrastructure around the labs to facilitate inhabitation by a large number of people. The current housing and recreational areas support a population of up to 100 000 inhabitants, with most of theses areas underground.

As the shuttle carrying the dignitaries approached the facility, the had a good view of the surface structures of the facility. Structures that even now were already starting to get covered with ice. On the top of the largest structure, the dignitaries spotted a banner of veolian nobility: House Iaat.

As the shuttle landed, they could see that a significant part of the surface structures did not carry the Iaat colours, but instead a simple banner displaying the logos of the three joint factions together in a white circle.

As the shuttle set down, the landing pad was sealed with a forcefield and the shuttle's pilot indicated that the dignitaries had to wait for a little while until the pad was sufficiently heated. After a few minutes, the doors of the shuttle opened, and the dignitaries were led to a conference room in the highest tower. The conference room's windows offered a vista of the surface structures.

In the conference room, a human woman was waiting for the foreign dignitaries. She introduced herself as Iaat Shigemi, the veolian member of the board of oversight.

"Avé," The Teprogrenaian board member greeted. "A human as Veolian member?" Lorum said after Shigemi introduced herself, "How unexpected, and so interesting. This is such a pleasure already." He said with joy in his voice. There was a pause for a very short moment, before the Teprogrenus suddenly continued: "Of course, where are my manners. I am Danar Lorum, elected teprogrenaian member of the board of oversight."

[Field Marshal Iaat Shigemi]

"Greetings, Danar Lorum. It is a pleasure to welcome you to the Djana research facility. I have already spoken with the interrim director, who oversees the facilty until director Bolv'ar arrives. He is scheduled to arrive here at oh-five-hundred local time."

"I am unsure of the exact arrival time of the Daryan representative, they have not yet contacted us with their flight plan."

A veolian soldier entered the room, and saluted to Iaat Shigemi. He then explained "The Daryan delegation has been delayed until further notice, ma'am."

She replied with a curt "Thank you."


"It seems that our Daryan allies have been delayed. Shall we discuss the initial policies?"

[Danar Lorum]

"How unfortunate. Ahwell, those things can happen.

I would love to talk more about each other, but let's safe that till everybody has arrived. The higher consults asked me as well to press the research a little so yes, lets talk business."

Danar Lorum appeared really motivated and ready to roll.

"It seems that there is demand of the Compacted Defence Facilities technology from factions to create Planetary Defence Grids. I believe we can start this turn with researching the technology, that way we stay ahead of competitors and create a favourable market position.

The projection is that we can sell the technology at least at the Hiocan Society. Subsequently, the STF, the Praetorian Empire and the Asai Republic are possible customers as well. The Sundarian Federation, Niom, Deominius, Assencia and Wrarrbo would benefit from the technology as well given their location, but they are unlikely buyers given their buying behaviour in the past. Any other faction willing to buy the tech

When we sell the technology for a price of 240 with a non transfer licence, we can earn nearly all the research cost back from selling the tech alone when assumed a positive scenario."

Danar Lorum waited to see what Shigemi thought of it and if she was not annoyed by his pro-active approach.

[Teprogrenaian Consensus]

An administrative worker of the centre entered the conference room with a datapad in the hand.

"Sir, madame, excuse me for the intrusion, this message just arrived from the Teprogrenaian embassy from Unity City. I think you want to look at it."

The datapad contained a message from Danar Torig that the Hiocan Society wanted the technology required for the planetary defence grid, and that they liked to join in the research. As the board of the research centre determined what would happen with the technologies, the board, or a representative of the board, should talk the with the Hiocan Society about the options around joining or buying the tech.

Shigemi accepted the datapad, and looked it over before handing it to the Teprogrenaian representative.

"Ah yes. I think the Hiocan's have suddenly realised that their location doesn't only allow them to help refugees, but puts them in the first line of defence as well.

From this message, I think they misunderstand the intent of this centre. I propose that we offer them use of the
Compacted Defence Facilities under a no-transfer license, for a price of 200 . This will allow them to improve their defenses, while we retain control over the dispersion of the technology.

If you agree, I shall contact the Hiocan embassy with the offer. We should be able to complete the technology in 103."

"Shall we make the price a factor of 3, like 201, 210 or 240? Then it is easier to divide the payment over our three factions. I agree with the non-transfer license. But I am only willing to provide the Hiocans the tech if they are buying the necessary goods from one of our worlds. The Consensus feels little for creating a capital ship market so that the Praetorians can make profit with their hasty and unthoughtful economical actions from the past."

"A factor of three... That sounds overly complicated. I propose we keep the asking price at one-fifth of the development price. That way we can present a consistent image and policy. If need be, the Veolian Commonwealth will take a share of 66 on this sale.

However, your proposal that they buy the necessary from the Teprogrenaian Consensus or the Unified Republic of Darya seems to be counter-productive to us. That would mean that we invest in this technology for a total of 267 , which is 333 development cost minus 66 , while you stand to make significant larger profits by ensuring your domination of the (:capital-ship) market.

I propose that for each (:capital-ship) the Teprogrenaians or the Daryans sell that goes into a Planetary Defence Grid because a faction bought the necessary technology from the Djana centre, the Veolians receive 0.25 . This would allow you to sell at a competitive price of 5.0 per , making a profit of 4.75 per unit. This would net you 950 per Planetary Defence Grid, with a small token of 50 going towards my world."

Danar Lorum had to think for a moment, and came to a conclusion: "I see. That is why we of the Consensus don't like the Praetorian Empire. Because of their actions we now have to make such complicated deals.

I accept the terms of agreement, as long as competitors do not lower their prices too much. But given their nature we of the Consensus thinks that such an event is not likely. Especially after the recent enforced security law."

"Very well. With that handled, let's get back to the previous matter."

[Former Senator Bolv'ar of the Confederacy of Excaria]

"Greetings!" former Senator Bolv'ar seemed to have taken a quick tour of the facilities before heading to the meeting room to get familiar with the surroundings.

"This is quite a set-up we have here. I am impressed!" he acknowledged with a nod to the hostess.

[Field Marshal Iaat Shigemi]

"Ah, director Ngyx. I heard that you already toured the facility. I hope your quarters were acceptable? If not, do not hesitate to have them redone."

"Please, take a seat. The Daryan delegation has been delayed, but representative Lorum and I were just sitting down to discuss the direction we would like to see the centre take in the first few months."

"Let's keep it brief. We should address the current research direction, what reports the Board of Oversight will receive, and the upcoming funding for the Compacted Defence Facilities research. After this meeting, I will introduce you both to viscount Iaat, the ruler of this settlement, I will also introduce director Ngyx to the senior staff, and to his immediate support staff."

"I have observed that a lot of factions are looking to invest in defence and intelligence. With the recent increase in production, this is to be expected. However, we should not forget that long term fleet operations are not yet within the budget of most newer Union members. I think the first order of business would be to look in to methods of increasing action radius and effective operations range. Of course, director, you are free to determine the implementation, and should not hesitate to branch out into fields you deem beneficial."

"I propose quarterly reports on the progress, and propose that these are delivered in person. The Board of Oversight will assemble, and director Ngyx can brief us on upcoming projects, the progress of current projects, and retired projects. I would expect him to delegate part of this briefing to the scientists involved in the project."

"And finally, the upcoming funding. The Board of Oversight has already decided on the development of the Compacted Defence Facilities technology, which should be finished by 103."

"Danar Lorum, director Ngyx, do you have anything to add?"

[Danar Lorum]

"Avé, director.

Now that the important topic of the Compacted Defence Facilities is taken care of, it is indeed time for the pleasantries," Lorum said with a smile, "Please do not hesitate to introduce me as well to the staff. I think it is important for board members to know who is working with them.

I think that improving action radius and effective operation range are good areas to explore. Though I would like to add that multiple factions have asteroid belts in their systems which are doing very little at the moment but have the potential to provide stations and other supporting capabilities. Maybe it is an idea to explore this area as well though I must confess this is stretching the purpose of the facility.

Next I find the proposed meeting system excellent and I have nothing more to add."

"Oh one thing," he stood up and walked to the window, "How long does it takes before the facility is entirely covered by ice?"

[Field Marshal Iaat Shigemi]

"I have a file on that."

Iaat Shigemi quickly flipped through a few files on her datapad.

"Ah here it is.", she said, "The technicians in charge of heating and environmental control estimate that the facilty would be completely covered in ice in just shy of two years. Of course, there are measures in place to make sure that the ice only creeps up to norm levels, but that will still take a bit over a year. The ice is part of the protection layer of the facility, buffering small impacts that do not warrant increased shield strength."

"I remember hearing that most towers and the communications arrays will always be ice free, but most of the outlying flat buildings should be covered sufficiently in a few months."

She turned her attention towards Bolv'ar. "Director, I would like your input on the proposed direction and method of reporting."

[Former Senator Bolv'ar of the Confederacy of Excaria]

"The facility is satisfactory." the Director noted. "I shall indeed delegate some of the reporting duties and focus on managing the technical aspects myself, where I believe I can be the most useful - this facility needs someone to manage the the scientists, not someone to be a front for the organization and act as a pretty face.

Now I hope you will excuse me, as I want to get started right away to get to know the people who work here - not just the leaders, but the actual scientists who do the actual work."

[Field Marshal Iaat Shigemi]

"Of course, director. Might I propose you start meeting the staff at your own office? We have assigned a few people of support staff, to make sure you can focus on the actual directing instead of on the paperwork. Two personal secretaries have been assigned, as well as an excellent scheduler and bookkeeper. House Iaat has also taken the liberty of assigning a liaison between the facility and the local government, to ensure that everything goes smoothly.

My assistant shall accompany you to your offices."

And indeed, the assitant of Shigemi walked with the director.

"Danar Lorum, are there any other things you wish to discuss?"

The tone of the field marshall indicated that she wished to close the meeting.

It was clear Danar Lorum had nothing important to discuss either.

"Though I appreciate the thought, I have other matters to attend to. Until next time, Danar Lorum."

With that, she left the room.
