Senator Nehket Aeka waited at the door of the Veolian embassy to greet Bolv'ar.

"Welcome back, Bolv'ar. The others have already arrived, so please follow me.", she said as she led him inside.

After a short walk, they entered a well-appointed conference room, with representatives from the Teprogrenaian Consensus and the Unified Republic of Darya already seated.

"Please, have a seat.", she motioned to the conference table. "These are the partners we talked about in our previous meeting: the Teprogrenaian Consensus and the Unified Republic of Darya."

((OOC: I can't declare which representatives are here today, so I leave the task of introducing yourself up to the respective players.))

"Thank you Chancellor. Representatives." the former senator nodded politely to greet the various representatives, before finding himself a seat.

"I found the proposal quite intriguing, so I hope we can agree on the details to move forward with. How did you all decide to do this together, and were there any parties who were invited but who refused to participate?" the blue Rodian inquired "That would be relevant to know in case things land into any wild waters, as things sometimes do."

"Greetings mr Bolv'ar." Konev said raising his cup of tea. "To answer some of your questions. The start of this project was actually your campaign promises of better defences of the Union. When Darya decided to build its defence fleets we came to the conclusion that without strong tech one does not have strong defence. I believe that the Veolian Commonwealth realised this a well and decided that the best option would be to collaborate with several of other factions that were building military." he said before taking a quick sip from his tea and putting it down.

"We had a meeting here in the Veolian embassy where we quite swiftly came to the conclusion that such a facility would be very beneficial to all of us. After that talk it seemed stupid to do this on our own. For your second question we have not had any people refuse to join our project as we could not think of an other group who would need to be added. I believe that covers in short what happened."

"To prevent problems with Union laws, and especially changing laws, we decided to locate the research facility in sector 10 -5, On the edge of Veolian Space near Unity. This way the facility is still relative close by Unity, with its benefits, but does not have the downsides of the sometimes capricious Union laws.

We, the three of us, have agreed that the facility needs a board to create direction and oversight, and that the facility needs a leader. And that is where you come in, Bolv'ar. We believe that you make an excellent leader, given your experience and the militaristic nature of your faction."

"The Veolian Commonwealth strongly believes that each faction should support its own military, so we looked towards the Teprogrenaian Consensus, as they have shipyards capable of producing capital ships and other military vessels. We invited the Unified Republic of Darya and the Teprogrenaian Consensus to talk about cooperation in the field of military technologies, as they were sure to have a strong interest in this due to their (:capital-ships) production.

By increasing our technological know-how and expertise in the field of military technologies, we hope to achieve superiority over other factions in the neighbourhood. Factions like the Mandalorian Fleets and the Hutt Families."

"At the moment I invited the Unified Republic of Darya and the Teprogrenaian Consensus to a preliminary talk about our proposal, the Praetorian Empire had not yet abruptly changed course. And because I have heard rumours that they did not intend to infringe upon the Teprogrenaian Consensus, I see no reason to invite them at this moment."

Nehket Aeka directed her attention to the other two representatives.

"Bolv'ar and I have already discussed the possibility of relocation, and I have promised to arrange for a member of House Iaat to be the Veolian liaison for this cooperative venture. House Iaat has abolished slavery within its ranks, and actively advocates a ban on slavery. While I do not agree with their stance on the subject, I hope this shows that the Veolian Commonwealth is willing to compromise to cooperate."

"I have already discussed the position of the institute with Bolv'ar, and explained how it is mostly an exploratory institute, but that funding for large-scale development will be made available when necessary."

"Bolv'ar", she directed to the Rodian, "maybe you could elaborate on your stance with regards to military technology, and your vision of the defence of the Union and how this institute fits within it?"

As Bolv'ar seems to need time to formulate his point of view, Tassar spoke: "It probably wouldn't come as a surprise that the Teprogrenaian Consensus likes to expand the defensive capabilities, like more efficient defence zones for example. So what is your stance?"

"It is my position that the Union should not become a tragedy of the commons, where everyone is better of having others invest in defensive technologies as they all benefit, but only those who develop have to pay for it. This will lead to continuous games of budget-chicken, where each nation is waiting until the others invest, to benefit at no cost."

He finally explained after taking his time to think.

"To accomplish this, we must do two things: first of all, we need to make military technology attractive. We must find opportune places to improve our armed forces, in such as way that the cost benefit is highly in favour of having the technology. That means developing in all area's where such improvements can be made. Rather than focus on one area in particular, we need to cover a wide spectrum to find the most efficient idea's and work only with those.

Secondly, we need to make the technology exclusive to those who invest in the effort, rather than share it. It is my hope that through this means, all nations will want to contribute to the greater good together."

"It seems that your vision largely coincides with ours. While we think some technologies should be shared for the improvement of all Union Members, it seems that most of those members are not as willing to share their breakthroughs."

She directed her attention to the other two representatives.

"We are in favour of appointing Bolv'ar Ngyx as the leader of the facility. If you concur, we shall start the necessary paperwork, and have our engineers contact yours to design the station and its secondary facilities to allow for your species to exist comfortably."
