The Union bases a lot of her intelligence on public intelligence. They continuously monitor all sectors where a union member has their homeworld as well as all sectors that the Bozzy Spine runs through. Sectors outside these area's are only monitored passively, which means they only respond if news of something being up comes up from there.

After hearing of threats coming from the Mandalorian Fleets, the Union set up a spy network in Mandalorian space, consisting of operatives and informants.
