Former Chancellor Bolv'ar (after discussing the proposal with his ministers) proposed to introduce a new act to subsidize the development of defensive forces and technologies. He proposed extensive subsidies for the construction of fleet and proposed an increase of tax bracket 1 to 15%. After some discussion, the chancellor opened the vote.

After the first round of voting no majority was reached, prompting a second round of voting. Incidentally, former chancellor Bolv'ar identified an ambiguity in the Union Voting Laws. In the second round of voting, the proposal was rejected by majority. Bolv'ar left the issue to his successor Chancellor Nehket Aeka.

Chancellor Nehket Aeka has reopenend the issue within the cabinet, and proposed a much reduced Safety of the Union Act. After some discussion, and a change to the revised act to incorporate military intelligence, the matter was put to a vote.

The results of the vote: 13 in favour, 6 against, 1 abstention. The motion carried. The Revised Safety of the Union Act was enacted immediately, and the Offer of Aid Law was amended according with the motion.

The enactment of the Revised Safety of the Union Act also established the Committee on the Distribution of Union Military Intelligence Expenses.
