Gloria Perfect is the Mistress of Pruela, a democratically elected leader who was elected through female suffrage. As such, she also heads the Perfect Circle, the Caldossi cartel devoted to entertainment, tourism and wellness. As part of the rotating leadership positions that exist within the Three Circles Council, she is currently the Chief Executive of the Inter-System Charter Company. She is an enthusiastic proponent of Union membership and hopes to attract more visitors to the system, so that her cartel can expand its own tourism business. She has presided over the opening of the first Open Market in the system.

Gloria comes from relatively humble beginnings, having worked to oversee a group of men selling drinks on one of Pruela's beaches. She quickly expanded her business, though, and eventually became a rising star in her Cartel. At fourty-seven, she is thought to be relatively young and inexperienced.
