Habitable

A world is habitable if it is capable of supporting Natural Life. A world may or may not actually support this. The exact requirements are:

• Goldilocks Orbit ( )
• Either a Type IV Atmosphere (or better), or an Oceans

As a special exception if the world has Natural Life for any reason, this makes it habitable automatically. An example of this is the Frozen Ocean special.
