By applying genetic filtering to unborn children, doctors are able to figure out what medical problems are present before the birth of the child - as a result measures (of whatever type is deemed morally acceptable) can be taken. Regardless, fewer individuals are born with birth defects and thus a larger workforce.

Racial groups of at least 2 billion may round up any fractions of above or exactly at .9 when establishing how many full billions of population of the same race they have on the same planet. This may provide additional production bonuses.

For example, suppose a system with 2 planets populated by a single race. Planet A has 4.9 billion inhabitants and planet B has 1.9 billion.

Planet B does not benefit from this technology and its population provides no bonus to production. Planet A however qualifies by having at least 2 billion population. It rounds up its 4.9 fraction to 5, meaning the racial bonus is applied to planet A five times, rather than four times as would normally be the case.

Note that the actual population does not increase. The population is simply more productive.
