Maybe they moved here as a child, maybe their family are immigrants from long ago, maybe they were adopted. For whatever reason, a child of a minority race rose up to be noticed as a Jedi.
Normally, starting a Jedi from a race without having 1.0 
of that race lowers the maximum starting Force level by one. With this special you may choose any race you want for a Jedi, who will have that races' associated abilities and who will start at level 4 (or higher if they have the Force Sensitive Racial Characteristic).
You could even make up a separate race for your Jedi and grant it whatever set of racial bonuses you feel are appropriate. If you pick a race created by another player, please check with them.
