The Veolian Commonwealth has been polling the opinion of others for some time, with regards to the terraformation of Unity. When Nehket Aeka was chancellor in 
99, she set aside 5000 
of the Ministry of Finance budget earmarked for permanent improvements to Unity. In 220, she created a second fund, the Green Unity Fund, of 4000 set aside explicitly earmarked for “Subsidies for worlds participating in the research and execution of possible terraformation options for Unity.”
In 224, Chancellor Imperial Prince Odakim V opened a vote on the direction of the terraformation of Unity. The outcome being that the funds reserved for the terraformation of Unity will be used to develop technology to improve the atmosphere on Unity. To enable the development of this technology, a specialized research facility will be built in Unity City where researchers from different nations can cooperate in this development.
