The IO Protocol is the faction comprised by the processes of IO. The protocol was designed specifically for the purposes of communicating with external entities, and it should not be mistaken for the IO government, which does not exist as a concept with the processes. It does however have the authority to speak to external entities on behalf of all 4.294.967.296 processes.
