Skuldda is a sovereign state in Sector 15 -3. Fully named the High Chiefdom of Skuldda, it is a nation divided up in countless tribes, many of them nomadic. The Skulddan society is additionally divided into different castes, each with their own roles in society, with most power lying with the High Chiefs, who form the effective government. Caste is determined by tribal tests when a child comes of age and any child can become of any caste, but from there on, the child is literally marked and will forever remain with the cast it attained at this point.

Despite their seemingly primitive social system, the Skulddan people are technologically advanced. The main difference with other nations is that they are oriented in a much more mobile fashion as tribes are often nomadic. As such, they prefer portable technology and low weight over many other factors. To show off their wealth, tribal leaders spend large amounts of money on vehicles and vehicle upgrades and tribal leaders with the most impressive vehicles stand the best chance of becoming High Chiefs.
