After a private meeting between Maria Latharion and Nehket Aeka on the cultural differences between their worlds, an agreement was reached to start a cultural exchange. The Astrian Colonial Authority and the Veolian Commonwealth will each provide a group of volunteers.
The veolian volunteers will move to the worlds of the ACA, where they will undergo the cybnernetics implantation procedure, and live and work on the astrian home world. The astrian volunteers will move to the worlds of the Veolian Commonwealth, where they will consent to become slaves.
Both groups of volunteers will be monitored by annual medical examination, and safeguards are in place to make sure no one is forced to volunteer.
