The Astrian Colonial Authority was established shortly after the Astrians rebelled against the Former Stellarian Triad Federation government in turn 110. In a massive digital meeting, where Astrians from all over the Union came together, it was established that the system the STF used no longer worked and a new form of government needed to be established in order to remain part of the Union and guard them from outside threats.

Power Distribution

During the meeting it was established that no single direct ruling government could adequately represent the people, so the STF split into a number of sub-factions. Each sub-faction is more or less self sufficient and has a day-to-day government. The form of government of each sub-faction is mostly left to its people, as such there are multiple systems in use.

While the Astrian Colonial Authority is the sovereign governing body of their territory, like the STF, one of the major differences is the fact that the ACA rules indirectly while the former STF ruled directly. The reason this change was made was because the population felt the government no longer had any connection to the people, to many people where represented by to few officials. The inherent problems that would come from having more officials also needed to be taken into consideration. It was reasoned that the only way to scale up the government was to scale it down. Looking to the most successful government system known to the Astrians, that being the Union, and adopting it after changing it to suit their needs better. The result was the ACA.

Sub-factions

There are several thousand sub-factions in the Astrian Colonial Authority. Ranging in size from ten million to just over a thousand people. Each sub-faction pays tribute to the ACA equal to a percentage of their annual income. The sub-faction's leadership differ greatly. Some have elected officials, while others are meritocratic in nature. In others businesses call the shots and some vote on things together. Each has a representative to make appeals to the ACA. The ACA also handles disputes between sub-factions. There is free trade and travel between all the sub-factions.

ACA Internal Command structure

The ACA internal command structure is a military-like command structure leaded by a central board of individuals that have proven themselves capable. A first for the Astrians is that this board has a single leader: the Lord-Master. Derived from that the board is called the Masters Board. Each sub-faction has a representative to the ACA to make appeals and negotiate trade with other sub-factions.

The Lord-Master was nominated and back by several influential parties among Astrians, namely the Divine Nova Triage, the Travellers and several others. When the population agreed he was immediately sworn into office.

The Masters Board has several advisers in addition to it's members. The Commander of the Colonial Military reports directly to the Lord-Master and is not allowed to make decisions without his consent with the sole exception being if not taking immediate action will result in significant losses to either the ACA or it's allies.

Colonial Military

On of the most important functions of the ACA is protecting their territory from outside threats and from tearing itself apart from the inside. In order to do this no sub-faction is allowed to have a military force and creating one is seen as treason against the ACA. Instead the ACA also holds the Colonial Military, composed of the Colonial Navy, the Colonial Marines and Colonial Intelligence.

Colonial Navy

The Colonial Navy holds most of the space-based military assets. Supply-ships, warships of various types and roles, drop-ships of various sizes and a number of space-stations are among those assets. The largest are the two fleets the ACA maintains. The navy is specialized in space-to-space, space-to-air, space-to-surface, air-to-air and strategic air-to-surface combat. The lord-, lady- ranks in the navy are: Lord/Lady-Captain, Lord/Lady-Commodore, Lord/Lady-Rear Admiral of the Navy, Lord/Lady-Admiral and Lord/Lady-Fleet Admiral of the Navy. While the rank of Commodore and Rear Admiral are roughly the same, a Commodore does not serve on a ship. The most powerful capitol ships in the Colonial Navy are designated as cruisers. These cruisers are considered to be to powerful to be commanded by a Captain and are thus commanded by officers that have at least a Rear Admiral rank. Consequently there are much fewer cruisers then there are destroyers and frigates.

Colonial Marines

The Colonial Marines, often just referred to as 'the Corps', is the main surface-based military organ. Artillery, ground vehicles, armour, Close Air Support (CAS) vehicles and most of all troops are the assets held by the Corps. The largest being the army. Specialised in surface-to-surface, surface-to-air, surface-to-space and tactical air-to-surface combat, the Corps is no less important than the Navy to the Colonial Military. The Lord- and Lady- ranks are: Lord/Lady-Colonel, Lord/Lady-Brigadier General and Lord/Lady-General. The Marines special forces, the Orbital Drop Shock Troopers (ODSTs), are technically a space-to-surface asset, however since their work consists solely of surface operations they are part of the Marines.

Colonial Intelligence

Colonial Intelligence (CI) is the intelligence and black-ops division of the Colonial Military. They mostly handle keeping secrets of the ACA secret. They have a handful of ships, a large amount of operatives (often called 'Spooks') and a variety of other equipment. CI is divided into three sections. There are some who reason there is a fourth section, however there is no evidence to support that. It is generally assumed by military personnel that CI knows everything they do. Though that is mostly a paranoid delusion, CI has repetitively proven it knows a lot more then seems possible. It recruits it's personnel from both the navy and the marines, as well as from the general public. The exact recruitment process of CI is classified.

Section 1

Section 1 is a mostly public section. It handles public relations for the Colonial Military, criminal investigations involving military personnel and it ensures correspondence between military and non-military personnel gets delivered.

Section 2

Section 2 is charged with keeping ACA state secrets secret. While it's exact operations are classified, it is known they handle the more combat orientated part of intelligence. They also handle the majority of any black-ops the Colonial Military requires.

Section 3

Section 3 is a classified section. Though it's existence is known, what it does is classified as top secret and above. Rumours claim it does anything from scientific experiments to making people disappear. The most popular rumours suggest that section 3 does a very large variety of acts the ACA laws consider illegal.

Large Military Assets

Economy

The ACA maintains a free market economy within it's borders. Meaning the ACA interferes with it's economy as little as possible. When the ACA's Senator negotiates trade with another world he/she doesn't do so on behalf of the ACA but a private party. These are usually groups of companies or large investment groups, based in the ACA. While these groups are free to negotiate deals themselves, doing it via the ACA let's the ACA guarantee the delivery for, and from, the companies and provide legal aid in case one of the parties fails to deliver.

The ACA has several large investment groups that hold large amounts of shares in companies. The largest of these groups is the Bluethread Financial Group.

ACA Laws

As with governing, laws are made by the sub-factions individually. With the exception of a small number of laws that are laid on by the ACA. These laws concern basic rights the people have (such as equality, freedom and education), established overall agreed on laws (such as weapons laws and laws on killing and stealing) and rules on governing and contribution sub-factions pay to the ACA.

Lord/lady ranks

The title of lord or lady in the ACA is always paired with a function. For example: lady-senator is simply the rank of senator since the ACA does not have nobility. The most lords and ladies are found in the military where lord- or ladyship is awarded at the rank of captain in the navy or colonel in the marines.

History and culture

Astians consider the ACA to have no culture of itself and pre-STF history is part of Stellaria and the Astrians. Astrian History dates back long before The Cataclysm of Partesia. The Astrian Culture is very different in certain aspects from most cultures both in- and outside the Union.

Colonization

As the name implies colonization is an important goal of the Astrian Colonial Authority. The colonization of Serina was an important step in this process as it provided valuable knowledge on how to colonize a new world. The search for sites to colonize is done by the Astrian Traveller Fleet
